VVL – Lucerne Transport Association

The VVL uses the core application BELUGA for its main tasks. With the support of isolutions, this was modernized and the operation and support was ensured for the next five years. The employees are happy about a high-performance system that simplifies and partially automates the workflows.

The Lucerne Transport Association (VVL) plans and finances public transport in the canton of Lucerne and runs the office of the tariff association Passepartout. The aim of the VVL is to provide efficient and attractive public transport in the Canton of Lucerne. Its main tasks are to further develop the public transport offer, to determine the range of products and prices and to negotiate agreements with the 13 transport companies. On behalf of the VVL, these companies ensure that over 100 million passengers reach their destinations safely and reliably every year.

Initial situation

With the core application BELUGA, the Lucerne Transport Association plans, coordinates and budgets the public transport services in the canton. The system is based on ASP.NET WebForms and has been in operation for four years. The maintenance contract with the development company expired at the end of 2019. In order to modernize the application technically and visually and to extend the life cycle, the VVL turned to isolutions. At the same time, operation and support were to be further ensured, costs reduced and risks minimized.


The user interface of the existing BELUGA solution was completely renewed and modernized. For this purpose, ASP.Net Webforms was replaced by React and the business layer was ported from .NET 4 to .NET Core. The application can now be operated very intuitively and is tailored to the specific needs of VVL users. The large number of data records to be processed are prepared and displayed to employees in a clear, fast and context-related manner. This has greatly reduced the workload for the VVL staff. The new application also created the basis for simplifying and completely automating further work steps. The use, maintenance and further development of BELUGA is guaranteed for the next five years. At the same time, the costs for maintenance and support were significantly reduced.
